BNIM was retained by the City of Riverside to create the Comprehensive Master Plan and Implementation Guidelines to lead the City into a new decade. Riverside has many of the amenities a great town would hope to have: access to a significant river, a highly accessible link to a major downtown core, beautiful views from its limestone hills and a riverboat casino that generates significant tax revenue. The town of 3,000 residents has historically nurtured an “anything goes” mentality and resisted change even as its neighbors underwent development. BNIM conducted community workshops, stakeholder interviews, and detailed land-use, economic, and social analysis. BNIM also worked with a team of professionals to carry out a citywide community survey and an economic market study.

The final plan directly reflected the hopes and concerns of Riverside’s citizens and stakeholders, and includes a land use plan, stormwater management guidelines, design and zoning guidelines and recommendations for transportation and trail networks, annexation opportunities, housing, incentives, and institutional and cultural development. The Master Plan was unanimously adopted, making it the official recorded vision for development in Riverside. The Planning Team worked with the City to conduct a real-time approach to implementation in order to launch several important and highly visible projects simultaneously with the adoption of the Master Plan.
